Mr Gray's son Dr Stuart Gray, a GP himself, was speaking after an interim report from the healthcare regulator into the case prompted warnings of national failures in the out-of-hours system.
Dr Gray said Dr Ubani had "no previous GP experience" and was on his first shift after just two hours training in the UK.
"The doctor readily admits that he had no knowledge of the drug and so why he gave it, I had no idea," Dr Gray said.
"There's no reason to suggest it's a one-off. The system's in place, it hasn't changed.
"Any EU doctor who has been qualified or given the right to practise general practice in their own countries automatically at the present time are allowed to be registered with the GMC (General Medical Council)."
Dr Gray said the vetting procedures of overseas doctors needed "tightening up" and EU regulations should be changed.
The report by the Care Quality Commission finds multiple failings in the case of a pensioner killed by a foreign doctor.
